The app you describe is pretty close to what I've had in mind, and have been working on/off for years now... The Semantic Web technologies are the obvious choice, though there's a lot of work to do in building such apps. Not least because of the effort needed to get explicit data out of some of the questionable material out there in the wild. But the situation is improving, especially around tool support.
